EXPERIENCE
Martin is adept at helping organizations to understand they can strengthen their decision-making structures that support accountability and focus on achieving results. He has significant experience in public sector business analysis and advising on the development of strategic business solutions through the various roles he has had in the public sector.
Raised in Winnipeg, Manitoba, Martin spent the first part of his career in Winnipeg but then worked in Ottawa for 30 years before working with the Cayman Islands Government for 8 years. He has a very strong background in financial and performance audit, public sector management governance frameworks including Enterprise Risk Management, business analysis, performance measurement and reporting and internal control. Martin is a CPA and was conferred the fellowship designation in 2013 for exemplary service to his profession.
Martin has been recognized by his peers and his clients as an expert practitioner and advisor on the subject of governance and accountability frameworks related to managing for results in public sector. While Martin spent most of his career employed as a senior audit management in Canada’s federal government and in the Cayman Islands, he also spent considerable time innovating in management frameworks and building capacity in organizations and government sector. This included, for example, carrying out business process reviews in the areas of financial, operational and IT systems. His work led to significant improvements and streamlining of business processes in a wide range of public sector entities.
While working in the public sector, Mr. Ruben acquired significant experience in several disciplines including project management, information technology development and implementation, results-based management, policy development, business process analysis, performance audit, financial audit, risk management, and public sector governance. In his role as Director of Performance Audit in the Cayman Islands, Mr. Ruben led efforts by the Office of the Auditor General to deliver professional development opportunities for the public sector through an annual development workshop and ongoing informal consultation with management and boards. The annual workshop formed the basis for the development of an international finance conference.
Since leaving public sector in 2017, Martin has carried out assignments in the assessment of a large Canadian government program, assessed a country's financial management framework, developed strategic and operational plans for several public entities and carried out training in various organizations in Canada and internationally.
Martin’s experience spans a range of areas within the public sector including fisheries, economic development, health, fiscal management, education, infrastructure, revenue collection, and insurance. Martin was accredited as a trainer while working with the Office of the Auditor General of Canada taking courses in training, training the trainer and in course development.
CAREER ACHIEVEMENTS
· Director responsible for the performance audit practice in the Cayman Islands audit office
· Designed, and implemented a large-scale IT system for the management of workflows and services provided by a large federal government department
· Served as Chair of the Ottawa Chapter for his accounting association.
· Served as Chair of FMI Professional Development Week for 2 years
· Served as Canada’s representative on the committee updating the INTOSAI auditing standards from 2006 to 2008
· Led the planning for the professional development events in the Cayman Islands from 2010 to 2017 including the partnering with the local accounting association
